Polar molecule

The difference in electronegativity between adjacent atoms participating in a covalent bond drives the formation of a polar molecule. Water molecules are polar, and their interaction with each other via the partial positive and partial negative ends of the molecule can create interesting physical properties within a large body of water. Surface tension is a result of this strong interaction between the poles of neighboring water molecules at the water-surface interface. What if we could make different liquids have increased surface tension like water or decreased surface tension like gasoline has? In general, what liquid would you choose to change its surface tension, and why?
